evidence that California's "literacy crisis" is not a result
of inattention to "skills". His research-based recommendations
include vastly improved libraries, more emphasis on free reading, quality
literature programs, and encouraging long-term development, not just early
intervention. Krashen also argues that the phonics controversy has been
over-stated: All sides agree that some phonics is useful when it makes
texts comprehensible and that phonics should not be the core of a language
arts program.
